About the Role
This is an fixed-term STS role through to April 2024.
Prior to handover and the opening to the public of any new roads and land managed by Head, Transport for Victoria there are a number of required land, planning and declaration actions. The declaration actions ensure that the status of the land is appropriate and in accordance with requirements under the Road Management Act 2004 (RMA) or equivalent legislaiton inclusive of the
Major Transport Faciliation Act (MTPFA). The declaration process can be complex and is heavily reliant upon manual activities, requireing inputs and actions by various stakeholders prior to the actual declaration being undertaken.
This role will lead Phase 1 and will involve a review of the current practices, policies, guidelines, relevant legislation, documentation and workflows within DTP and the Project Delivery Agencies currently used as part of the commissioning process and ultimate declaration of roads and/or land coordinated by Head, Transport for Victoria.
Upon review, improvements should then be identified to both simplify and streamline the declaration process. The role will also require the development of a strategy to address approximately 180+ road or land parcels that require declaration to be completed. The role involves significant stakeholder engagement both within DTP and the Project Delivery Agencies involving but not limited to:
- Leading the assembly and refinement of documentation of the current road commissioning processes leading to declaration under the Road Management Act 2004 (RMA) and the Major Transport Projects Facilitation Act 2009 (MTPFA) by both DTP and relevant Project Delivery Agencies. Developing documentation and process flows to cover all stakeholders involved.
- Identify within the current processes any subjective or undefined elements relating to the RMA and MTPFA.
- Identify any variance between the current declaration processes being deployed by DTP and the Project Delivery Agencies.
- Identify options for improving the efficiency of the required processes, any legislation amendments or revision to processes to meet the current legislative requirements but incurring less time or cost, whilst ensuring options comply with all other relevant land legislation, including but not limited to, Subdivision Act, Land Act, Crown Land Reserves Act).
- Determine the recommended option for future phase 2 actions in order to address the current backlog and the process for how future road declarations will be made.
- Preparation of the Phase 2 funding application and documentation for handover to the Phase 2 delivery.
Position Outcomes
As our ideal candidate you’ll collaborate with the Declaration and Land Information team, Transport Network Policy Team, Land Registration Services and the Office of the Surveyor General right from the beginning of the project. With a comprehensive understanding of the project’s extent, you’ll engage with key stakeholders to deliver valuable results. You’ll be responsible for providing project updates on progress and ensure that any identified challenges are duly reported and escalated as required.
You’ll possess a proven track record of producing comprehensive reports that outline existing obstacles. Exhibiting the ability to identify critical gaps within these obstacles you’ll be able to provide practical recommendations to effectively alleviate backlogs. Additionally, you will have expertise in preparing funding applications through to completion.

Qualifications and role specific requirements
- Knowledge of the Victorian cadastral and/or roads management systems and relevant legislations
- Knowledge of the land declaration management systems and relevant legislations
- Experience in providing high level technical advise to a range of stakeholders.
- Tertiary qualification in survey, GIS or related discipline would be highly regarded.
